NOPD Arrests Suspect in Homicide Investigation

The NOPD today (September 24, 2025) has arrested Feliciana Winniford (black female, DOB: 02-08-1987) in its investigation of a homicide that occurred on September 23, 2025, in the 300 block of North Rampart Street.

At about 12:20 p.m. on September 23, NOPD First District officers responded to a call of an unclassified death at the location. Upon arrival, officers located an unresponsive adult male subject inside of a hotel room. The victim was declared deceased on scene. Upon further investigation, the subject was found to have sustained possible blunt force trauma injuries. The signal for the incident was then changed to a homicide.

As the investigation progressed, NOPD Homicide Section detectives developed and positively identified Winniford as the perpetrator in this incident. Detectives then obtained an arrest warrant for Winniford on one count of second-degree murder.

Winniford was located and arrested today (September 24) by NOPD Homicide Section detectives and Sixth District officers at the intersection of Martin Luther King Jr. Boulevard and South Claiborne Avenue. She will be booked accordingly into the Orleans Justice Center.

All persons are presumed innocent until proven guilty.

Anyone with additional information that can assist in this investigation is urged to contact NOPD Homicide Section detectives at 504-658-5300.
