This week, the NOPD launched a new, holistic, data-driven approach to police management known as MAX, or Management Analysis for Xcellence.
MAX replaces the department COMSTAT meetings which were mainly focused on information sharing regarding crime trends. The new program, which is available to the public online, takes that approach even further by focusing not only on crime, but on all other topics for which a police commander has responsibility.
Changing the outdated COMSTAT model was one of the first priorities Chief Harrison laid out when he became Superintendent in 2014.
“This is far beyond what any other police department in the country is doing right now,” NOPD Superintendent Michael Harrison told a room of department leadership in the first MAX meeting on Wednesday (Oct. 5).
The program itself is available to the public in real-time on NOPDNews.com. The data includes everything from crime reports to personnel information by police district. Senior NOPD leadership meets once a week to review the information. The MAX meeting enable the department to dive deep into the systemic issues of crime, management, community policing, and risk management to develop solutions aimed at the root of the issue.
To create a more informed department from the top down, the meeting includes mid-level supervisors such as platoon lieutenants and sergeants. Unlike the previous department-wide COMSTAT meeting, the MAX meeting is internal. That way senior leadership can have a frank and thorough discussion of all issues. However, each police district holds a weekly MAX meeting that is open to the public.
“This will make us accountable, transparent, responsible and the best department we can possibly be,” said Chief Harrison.
