The NOPD today (July 15, 2026) announced the arrest of four suspects in its ongoing investigation of a homicide that occurred on March 23, 2026, at the intersection of Socrates Street and Brooklyn Avenue, in the Fourth District.

At about 2:16 a.m. on March 23, Fourth District officers responded to a call of a shooting that occurred near the intersection of Socrates Street and Brooklyn Avenue and learned that two victims were being transported to the hospital. Preliminary information indicates that a group of males was approached by another group of unknown male suspects when a verbal altercation ensued. The first group of males entered their vehicle to leave the area when the other group opened fire, striking two of the victims. Both victims were transported to the hospital, where one victim later died.

On March 25, the Orleans Parish Coroner’s Office identified the deceased victim as 17-year-old Noe Padilla.

After an extensive investigation that spanned multiple parishes, crimes, and collaboration with other law enforcement agencies, NOPD Homicide Det. Wayne Lewis previously secured arrest warrants for (pictured, from left) Angel Balderon (Hispanic male, DOB: 07-15-2006), Bryan Armando Estrada-Hernandez (Hispanic male, DOB: 10-04-2006) and Jeffrey Mulul (Hispanic male, DOB: 10-24-2008). These three subjects have previously been located and booked into the Orleans Parish Justice Center, each on one count of second-degree murder and on four counts of attempted second-degree murder.

On Tuesday July 15, 2026, Andrea Orozco (pictured at right, Hispanic female, DOB: 02-16-2009) was located and arrested after a brief standoff with U.S. Marshals and members of the NOPD Violent Offenders Warrant Squad (VOWS) at a residence in the 3100 block of Bienville Street. She was booked into the Orleans Parish Justice Center on one count of principal to second-degree murder and four counts of principal to attempted second-degree murder.

This investigation revealed the arrested subjects, and additional subjects connected to these individuals, have connections to additional crimes of violence in the metropolitan New Orleans area. This and these other investigations are actively under investigation. No further information is currently available.
