The NOPD today (July 12, 2025) arrested 19-year-old Thomas Riggio of St. Bernard Parish in its investigation of a fatal hit-and-run crash that occurred in the early hours of the day at the intersection of Alvar Street and Saint Claude Avenue.
At about 4:27 a.m., NOPD Fifth District officers responded to a call of a pedestrian struck by a vehicle at the location. The victim, who was found to have been operating a bicycle at the time of the incident, was declared deceased on scene. The vehicle that struck the victim fled the scene.
Following the incident, a release was issued to media containing a photo captured from Real Time Crime Center footage of the suspect vehicle in this incident.
As the investigation progressed and through assistance from the Saint Bernard Parish Sheriff’s Office, Traffic Fatality Unit detectives identified and located the vehicle and determined Riggio to be the driver responsible for this incident. Riggio was arrested and booked into the Orleans Justice Center on one count of hit-and-run driving resulting in death.
Identification of the victim will come from the Orleans Parish Coroner’s Office upon completion of autopsy.
All persons are presumed innocent until proven guilty.
