NOPD Announces Significant Arrests, Clearances Between January 23-29

Listed below are arrests or clearances by warrant obtained between January 23-29, 2022 in violent crime investigations by the NOPD:

Homicide

  • On January 26, NOPD Special Operations Division officers arrested John Duncan (pictured, black male, DOB: 07-13-1989) for one count of second-degree murder. The incident occurred on December 17, 2021 at the intersection of North Broad and Dumaine streets.
  • On January 25, the NOPD arrested Tonica Mutin (pictured, black female, DOB: 11-02-1976) for one count each of second-degree murder and obstruction of justice. The incident occurred on January 25 in the 2600 block of Touro Street.

Shooting

  • On January 25, NOPD Special Operations Division officers arrested Samuel J. Preston Jr. (pictured, black male, DOB: 07-22-2003) for attempted second degree murder and illegal possession of a stolen firearm. The attempted murder incident occurred in the 2800 block of Magnolia Street on January 2, while the stolen firearm incident occurred on April 10, 2021.
  • On January 24, NOPD Fourth District detectives obtained an arrest warrant for Nathaniel Travis Lee (pictured, black male, DOB: 02-17-1983) on one count of attempted second-degree murder. The incident occurred on January 24 in the 3200 block of Memorial Park Drive.
  • On January 24, NOPD Seventh District detectives obtained arrest warrants for a 17-year-old juvenile black male (not pictured) on charges of possession of stolen property, illegal carrying of weapons and simple possession of both marijuana and cocaine, and for Charlene Walker (not pictured, black female, DOB: 05-01-1988) for two counts of possession of stolen property. The warrants came as a result of a follow-up investigation into an aggravated battery by shooting that same day in the 6000 block of Chef Menteur Highway.

Armed Robbery /Carjacking

  • On January 26, members of the NOPD’s Violent Crime Abatement Investigative Team (VCAIT) and members of the Second, Third and Fifth Districts’ DIU presented the results of their cumulative investigation to the Orleans Parish District Attorney’s Office’s Special Grand Jury in relation to a carjacking spree which occurred on January 15. The robbery spree included the following incidents:
  • An armed carjacking incident in the 2000 Block of Brutus Street;
  • An armed carjacking incident in the 1200 Block of Adams Street;
  • An armed carjacking incident in the 1600 Block of St. Roch Avenue;
  • An armed carjacking incident in the 2200 Block of Audubon Street;
  • An armed carjacking incident in the 2814 Palmer Street;
  • An armed carjacking incident in the 2200 Block of Pelopidas Street;
  • An armed robbery incident in the 300 block of Audubon Street;
  • An armed carjacking incident in the 329 State Street

As a result of the investigation, the Grand Jury delivered a 12-count true bill indictment, charging each of the following arrested subjects with one count of conspiracy to commit armed robbery with a firearm and 11 counts of armed robbery with a firearm, in relation to the aforementioned incidents. The subjects, who were already in custody, were rebooked on the aforementioned charges:

  • Camron Bryant (not pictured, black male, DOB: 1-24-2003)
  • Ivory Grant (not pictured, black male, DOB: 05-17/-2003)
  • Keyhaid McGee (not pictured, black male, DOB: 01-30-2003)
  • Larry Winbush (notpictured, DOB: 05-28-1999)

Other Significant Arrests

  • On January 28, NOPD Fifth District officers arrested Rashaud Halls (not pictured, black male, DOB: 05-06-2003) for two counts of illegal carrying of a weapon and one count each of flight from an officer and possession of Schedule IV CDS. The incident occurred on January 28 in the 1900 block of North Prieur Street.
  • On January 27, NOPD Fourth District detectives arrested Vaschon S. Blount Sr. (pictured, black male, DOB: 09-14-1981) for attempted aggravated rape, second-degree kidnapping and domestic abuse battery. The incident occurred on January 15 in the 5100 block of Westgrove Park.
  • On January 27, NOPD First District officers arrested David S. Otkins (pictured, black male, DOB: 09-21-1994) for illegal discharge of a firearm and aggravated criminal damage to property. The incident occurred on December 13, 2021 in the 2200 block of Magic Street.
  • On January 26, NOPD Special Operations Division officers arrested Lester R. Dyer III (pictured, black male, DOB: 02-12-1977) for simple domestic abuse battery, simple robbery, illegal use of weapons and two counts each of resisting a police officer with force or violence and attempted first-degree murder. The incident occurred on January 26 in the 7700 block of Alabama Street.
  • On January 22, 2022, NOPD Special Operations Division officers arrested Trey Davis (not pictured, black male, DOB: 11-02-2000) for four counts of aggravated assault upon a police officer, one count of battery upon a police officer and one count of resisting a police officer with force or violence. The incident occurred on January 22 in the 1700 block of Tchoupitoulas Street.
