NOPD Fourth District Narcotics Unit officers were notified of a complaint claiming illegal narcotics activities were being conducted at a residence in the 1300 block of Flanders Street. Officers traveled to the location to conduct surveillance and reportedly observed Zanders and Starks engaging in illegal narcotics activities. The officers approached the subjects, at which time Starks reportedly fled the location on foot. Starks was later apprehended without incident, and was found to be in possession of crack cocaine. Both suspects were arrested and booked into the Orleans Parish Justice Center for illegal possession of narcotics with the intent to distribute. Additionally, Zanders was found to have outstanding arrest warrants for domestic criminal damage to property and for a shooting incident in the Fourth District.
