NOPD Makes Great Strides in Consent Decree Compliance

The NOPD is making great strides in Consent Decree compliance according to lawyers with the Department of Justice and police monitors.

The NOPD presented an update on Consent Decree compliance at a public hearing in Judge Susie Morgan's chambers on February 21, 2024, that covered nine key areas.

After the presentation, Lead Monitor Jonathan Aronie said that the department has returned to a high level of cooperation with the monitoring team and that this new energy will allow NOPD to attack the remaining actions.

NOPD’s Public Integrity Bureau outlined a 95-point action plan for dealing with officer disciplinary issues.  In addition, Superintendent Anne Kirkpatrick said the department has reduced response times by utilizing additional resources in the biggest police district, the Seventh, including paying reserve officers and expanding the Alternative Police Response Unit.

The department is also addressing GOA calls (Gone on Arrival) by assigning detectives to follow up on all such calls when they involve sexual assaults or domestic violence.  APR teams are being used to follow up with other (GOA) calls for service.

Overall, the department is being credited with doing excellent work in rectifying payroll issues as well as recruitment and retention and instilling a cultural change within the department regarding constitutional and ethical policing.

While there is still work to be done, Judge Morgan noted the NOPD's hard work is paying off.  And Lead Monitor Aronie added, "NOPD’s hard work over the last ten years has put them in a strong position to meet (these) challenges."
