NOPD Arrests Suspect in Homicide Investigation

The NOPD today (August 18, 2021) arrested Larry Isaac (pictured, black male, DOB; 04-21-1999) in the investigation of a homicide on August 6, 2021 at the intersection of Dwyer Road and Wilson Avenue.

At around 12:31 a.m., NOPD Seventh District officers responded to a suspicious person call at the location. Upon arrival, officers discovered an unknown adult female lying on the ground suffering with a gunshot wound(s).  EMS pronounced the victim deceased at the scene. The Orleans Parish Coroner’s Office later identified the victim as 34-year-old Heather Tulbert.

Through investigation, NOPD Homicide Unit detectives developed and positively identified Isaac as the perpetrator in this incident. A warrant was issued for Isaac’s arrest on a charge of second-degree murder.

Isaac was located in Jefferson Parish after being arrested on a traffic attachment before being transported and booked accordingly into the Orleans Parish Justice Center on the aforementioned charge in this investigation.
