The NOPD has arrested three individuals on drug and gun charges, stemming from a traffic stop that occurred in the 7800 block of Symmes Avenue on August 12, 2017.
At about 12:21 a.m., Seventh District officers conducted a traffic stop in the area, after noticing that a black BMW traveling southbound did not have a visible license plate. During the stop, officers noticed that that driver of the vehicle, later identified as Randy Quinn Jr. (DOB: 01-28-1986) was acting in a nervous manner. Officers then attempted to place Quinn in handcuffs, at which time Quinn reportedly attempted to flee the scene on foot. However, Quin fell to the ground and was subsequently placed in handcuffs after initially resisting the officers’ attempts and commands.
Two additional subjects, identified as Steven Payton (DOB: 01-19-1988) and Clifford Paul (DOB: 11-27-1981) were found to be inside the vehicle. Officers approached the side of the vehicle and also noticed a handgun inside of the vehicle, as well as items commonly used in the distribution of illegal narcotics. The two occupants exited the vehicle as officers conducted a search, discovering various amounts of cash in the vehicle and on the occupants’ persons, as well as substances later testing positive as crack cocaine, heroin, and marijuana, as well as Tramadol pills.
Based on the circumstances and evidence discovered in the vehicle and on the subjects’ persons, the three subjects were arrested and booked into the Orleans Justice Center. Each of the subjects was booked for illegal possession of heroin, crack cocaine and Tramadol with the intent to distribute, as well as for possession of marijuana. Additionally, Quinn was booked on charges of illegal carrying of a weapon while in possession of narcotics and felon in possession of a firearm.
