The NOPD, along with assistance from U.S. Marshals Task Force, arrested Joshua 'Josh' Kagler, (Black male, DOB:12/05/1986) this morning on multiple felony charges related to the sexual exploitation of minors.

The NOPD today (July 11, 2025) arrested 19-year-old Thomas Riggio of St. Bernard Parish in its investigation of a fatal hit-and-run crash that occurred in the early hours of the day at the intersection of Alvar Street and Saint Claude Avenue.
