NOPD Eighth District officer Cyril Evans quickly arrested David Lee Rhines (DOB: 03/05/1990) on Wednesday (Nov. 30) after Rhines was identified as a suspect in a burglary reported on Bruxelles Street earlier that day.

NOPD Eight District officers working on proactive foot patrol Wednesday evening (Nov. 30) arrested three people minutes apart for two separate incidents that occurred within a two-block area along Decatur Street.
