Routine Patrol Leads to Major Narcotics Arrest

NOPD officers on routine patrol made a significant narcotics arrest in the First District yesterday (June 1).

 

At approximately 4:23 p.m., First District Officers Nicholas Kozlowski and Travis Stokes conducted a pedestrian stop on an individual who was loitering around North Roman and Columbus, an area known for illegal drug activity. The officers were tipped off that several subjects were acting suspiciously and standing near an illegally parked vehicle at the location.

 

Officer Kozlowski exited his marked police vehicle and began to investigate who was the owner of the parked vehicle in order to have it moved and legally parked.  Several of the subjects in the area just stated it was not their vehicle and they did not know who the vehicle belonged to. An unknown black male, later identified as Quince Williams (DOB: 2-8-81) begin to walk away from the group. Officer Kozlowski stopped Williams and began to have a conversation with him, asking him about the illegally parked vehicle.

 

The officer stated that during the conversation, Williams was very nervous and shaking uncontrollably. He asked Williams where his car was located, since Williams stated the illegally parked vehicle was not his. Williams identified a blue Kia parked in the middle of the block as his vehicle. Officer Kozlowski asked Williams if he had anything dangerous or illegal in his vehicle and Williams replied that he had a gun in the car, as well as cocaine. Williams also told the officer that he was a convicted felon.

 

Officer Kozlowski and another officer then retrieved a black Glock 22 from the driver’s side floorboard of Williams’ vehicle, as well as a purple Crown Royal bag containing four clear plastic bags filled with white rocks, a clear plastic bag containing multiple pills, and more than $600 in cash.

 

Williams was transported to Central Lock-up and booked with possession of controlled and dangerous substance (CDS) Schedule II (crack cocaine) with the intent to distribute; possession of controlled and dangerous substance Schedule IV (ecstasy) with the Intent to distribute; possession of a firearm and CDS; and possession of a firearm by a convicted felon.
