NOPD Arrests Suspects in Officer-Involved Shooting Investigation

The New Orleans Police Department’s Special Operations Division has arrested 30-year-old Desmond Henry and 31-year-old Jesse Carter after an incident that occurred on July 27, 2023, shortly before 5:00 P.M., in the 6100 block of Painters Street.  

According to investigators, the New Orleans Police Department’s Special Operations Division was in the process of conducting a follow-up investigation into the Homicide that occurred at the intersection of Ulloa and South Pierce streets on July 27, 2023, shortly after 12:00 p.m., which claimed the life of a 30-year-old woman and injured a 41-year-old man.

Video surveillance cameras captured the suspects fleeing from the scene in a stolen white GMC Yukon. While actively looking for the vehicle, officers located the vehicle, along with two suspects that matched the description of the perpetrators in the homicide incident, in the 6100 block of Painters Street. Officers attempted to conduct a suspicious persons stop when both suspects fled, and a brief foot pursuit ensued. During the apprehension, an officer’s weapon was discharged, striking Henry in the leg.  A weapon was recovered in Henry’s possession.  Additional weapons were also recovered at the scene. 

After apprehension, responding officers rendered first aid by applying a tourniquet to Henry’s leg while waiting for Emergency Medical Services to arrive.

While in pursuit of Carter, an officer sustained a knee injury. The officer, as well as Henry, were transported to a local hospital, and at last report, were listed in stable condition.

Henry is facing charges of resisting arrest, felon in possession of a firearm, illegal possession of a firearm and illegal possession of stolen things. Carter is facing charges of resisting arrest, illegal possession of stolen things, and a hold for probation violation.

The officer-involved shooting is under investigation by the NOPD Public Integrity Bureau’s Force Investigation Team which includes the review of the officer’s body- worn camera. The Federal Consent Decree Monitoring Team and the Independent Police Monitor were on scene and will continue to monitor this investigation. 

Per NOPD Policy, the Public Integrity Bureau’s Deputy Chief will make a recommendation to the Superintendent of Police who on behalf of the city, shall determine whether the recording(s) shall be released to the public under this directive or withheld subject to the court’s review.
