NOPD Announces Retirement of Long-Serving Captain, Promotion, Command Structure Shifts

The New Orleans Police Department announces the retirement of Captain James Scott after 47 years of service.

During his career, Captain Scott was assigned to the First, Third, and Fourth Districts, Special Operations Division (SOD), and finally as Captain of the Specialized Investigations Division (SID), and Investigation and Support Bureau (ISB).  We wish Captain Scott the very best in his retirement.

“I would like to thank Captain Scott for his 47 years of dedicated service to NOPD. He has played a major role in this department,” Superintendent Shaun Ferguson said. “While he is retiring, we will still benefit from his knowledge and expertise through his participation as a reserve officer.”

"For nearly five decades, Capt. James Scott has served to protect his community in a wide range of positions. His legacy will be felt in different districts and different divisions. We thank Captain Scott for his service and wish him the best on his retirement," said New Orleans Mayor Cantrell.

Moving forward, the responsibilities of SID will be restructured in alignment with other changes in the Department.

Duties in the Crime Laboratory and Central Evidence and Processing will be divided into two separate units.  Captain Simon Hargrove will oversee CE & P and Lt. Bruce Haney has been promoted to the rank of Captain and assume command of the Crime Lab.

In his 21-year career with NOPD, Haney has been assigned to the First, Fourth, Sixth, and Eighth Districts, the Management Services Bureau, and Public Integrity Bureau. Before his promotion, Haney was the second in command at the NOPD Education and Training Academy.

Following the retirement of Captain Scott, NOPD has decided to make additional shifts in the command structure. Captain Frank Young will move from his leadership role in the Fifth District to head the Criminal Investigative Division (CID). During his 25-year-career with NOPD, Captain Young has held assignments in the Field Operations Bureau (FOB), Special Operations Division (SOD), Specialized Investigations Division (SID), Investigation and Support Bureau (ISB), and the Sixth and Fifth Districts. 

Captain Regina Williams will move from the Criminal Investigations Division to run the Fifth District. In her more than 20 years with NOPD, Captain Williams has served in the Fifth and Seventh Districts, Investigation Support Bureau (ISB), and Public Integrity Bureau (PIB). 


Chief Ferguson said, "We must change and mature with the times to better serve our community." Ferguson goes on to say, "I will continue to make changes when necessary to bring about the most efficient outcomes."
