NOPD VOWS Officers Make Arrests in Separate Shooting, Aggravated Assault, Aggravated Battery Incidents

Members of the NOPD’s Violent Offenders Warrant Squad (VOWS) made three arrests today (January 3, 2018) in connection with three respective incidents.

 

Orlando Young (DOB: 05-24-1975) was arrested in connection with a shooting incident that occurred on December 19, 2017 at the intersection of Washington Avenue and South Rocheblave Street. 

At about 11:30 p.m. on the evening of the incident, Sixth District officers on patrol near the intersection of Tonti and 2nd Streets heard several gunshots being fired in the nearby area of South Rocheblave Street and Washington Avenue. During the investigation, officers learned that two individuals had arrived at different area hospitals for treatment of injuries in connection with this incident. Officers interviewed both individuals, both of whom had been treated and released for injuries. As investigation progressed, officers determined that Young had reportedly been in a verbal altercation with the victim's mother inside of a bar, during which the male left the bar to go to his vehicle. The victim said he and his mother were leaving the bar when the subject allegedly approached them while brandishing a silver handgun. The victim said he then produced his own handgun, at which time the unknown male allegedly fired shots at him. The two then reportedly exchanged gunfire before the victim’s gun malfunctioned. The victim said he then fled the scene with his mother, later discovering he was bleeding from the right hip and sought treatment.

As investigation into the incident progressed, detectives determined that Young was the aggressor in this incident and obtained a warrant for his arrest. Young was located, arrested and booked into the Orleans Parish Justice Center for aggravated battery by shooting and possession of a firearm by a convicted felon. Devin Rhinehart (DOB: 04-24-1997) was arrested in connection with an incident that occurred at the intersection of Burgundy and Piety streets on November 27, 2017.

The victim told police that at about 4:45 p.m., he and his friends were walking near the intersection when a vehicle approached at a high rate of speed and nearly struck them. At this time, the victim said he threw his drink at the vehicle. The vehicle then reportedly stopped and an unknown black male exited the driver’s side and allegedly pointed a silver handgun at the victim’s face. The victim said his female friends stepped between the two to stop the altercation. The subject then re-entered the vehicle and fled the scene.

Through investigation, detectives traced the vehicle’s ownership to a resident of Slidell. Officers traveled to the location and discovered Rhinheart there. Determining that Rhinheart was the perpetrator in this incident, officers placed him under arrest.

Rhinehart will be booked into the Orleans Parish Justice Center for aggravated assault with a firearm and for possession of a firearm by a convicted felon. Olisha Dison (DOB: 07-09-1992) was arrested in connection with an incident that occurred in the 2000 block of Benton Street on December 12, 2017. 

The victim told police that at about 11:30 p.m., he arrived at the residence of an acquaintance in the area to pick up Dison. While waiting in the driver’s seat of the car, Dison allegedly approached the vehicle, opened the driver’s side door, reached inside and took the key out of the ignition. Dison then reportedly produced a steel pipe from inside of her pants leg and struck the victim and the vehicle several times, shattering the windshield. The victim, fearing for his safety, escaped through the rear passenger door. Dison then reportedly entered the vehicle and drove away. Dison was later seen by the witness reportedly walking down Benton Street. The vehicle was later discovered in an empty lot on the same block. Dison was additional found to be on probation for a previous aggravated assault conviction.

Detectives were able to locate Dison, and VOWS officers placed her under arrest. She was booked into the Orleans Parish Justice Center for aggravated battery, simple criminal damage to property and theft.
