The NOPD is seeking assistance in locating a person reported as missing on February 7, 2017.
The reporting person advised that her friend, Joseph Shelby (DOB: 10-16-1962) was last seen on Thursday, January 5, 2017, at their residence in the 4200 block of Buchanan Street. Shelby is known to disappear for long periods of time and suffers from multiple physical and psychological conditions. He was last seen wearing a brown boots, jeans, a maroon sweatshirt and a green “Southern Scrap yard” hat.
A photo of Shelby is included with this release. Please note that the reporting person did not have an updated photo of Shelby. The included photo is approximately 10 years old. Shelby is described as being significantly thinner now.
