NOPD Announces Violent Crime Arrests, Clearances Between November 28-December 11

Listed below are arrests or clearances by warrant obtained between November 28 and December 11, 2021 in violent crime investigations by the NOPD:

Homicide

  • NOPD Homicide Unit detectives have obtained an arrest warrant for Jessie Hughes (pictured, black male, DOB: 10-23-1989) for second-degree murder. The incident occurred on September 20 in the 4300 block of Tchoupitoulas Street.
  • On December 8, NOPD Homicide Unit detectives arrested Torin R. Jenkins (pictured, black male, DOB; 04-14-1994) for second-degree murder. The incident occurred on May 29, 2021 at the intersection of Franklin Avenue and North Roman Street.
  • On December 10, NOPD Homicide Unit detectives arrested Clay Landry Jr. (pictured, black male, DOB: 08-13-1997) for second-degree murder and simple battery. The incident occurred on December 10 in the 1800 block of Lamanche Street.
  • On December 11, NOPD Seventh District officers arrested Desmond Douglas (B/M, DOB: 02-27-1988) for second-degree murder. The incident occurred on Dec. 10 in the 700 block of Bullard Avenue.

Shootings

  • On December 8, NOPD First District officers arrested Reginald J. McCoy Sr. (pictured, black male, DOB: 11-15-1953) for aggravated battery by shooting and felon in possession of a firearm. The incident occurred on December 8 in the 1500 block of Marais Street.
  • On December 3, NOPD Eighth District officers arrested Chez Everett (pictured, black male, DOB; 03-09-1981) for aggravated battery by shooting, possession of a firearm by a convicted felon, illegal carrying of a weapon while in possession of narcotics, illegal discharge of a firearm while in commission of a violent crime and for possession of a firearm on the premises of an ABO. The incident occurred on December 3 in the 500 block of Bourbon Street.

Armed Robbery

  • On December 7, NOPD Second District detectives arrested a 17-year-old juvenile male (not pictured) for armed robbery and use of a firearm in robbery. The incident occurred on November 17 in the 4900 block of South Liberty Street. 
  • On December 3, NOPD First District officers arrested Lenton J. Vanburen Jr. (pictured, black male, DOB; 06-15-1998) for
  • On December 1, NOPD Second District officers arrested Devin Coulter (pictured, black male, DOB: 08-06-2000) for armed robbery (carjacking) use of firearm in robbery, illegal carrying a weapon and resisting an officer; Chelsea A. Coste (pictured, black female, DOB: 03-15-1999) for armed robbery (carjacking) and resisting arrest; and a 15-year-old juvenile for unauthorized use of a motor vehicle and illegal possession of stolen things. The incident occurred on December 1 at the intersection of Hickory and Hillary Street. 
  • On November 30, 2021, the NOPD arrested De’John D. Dennis (pictured, black male, DOB: 04-17-2002) for armed robbery and access device fraud. The incident occurred on November 17 in the 4900 block of South Liberty Street.

 

Other significant arrests

  • On December 5, NOPD Third District officers arrested Ivory H. Grant III (pictured, DOB: 05-17-2003) and Michael Polk (pictured, black male, DOB: 09-18-1985) for possession with the intent to Distribute Crack Cocaine, Possession with the Intent to Distribute Cocaine, Simple Possession of Marijuana, Criminal Trespassing, and Illegal Carrying of a Weapon While in Possession of Narcotics. Polk was additionally charged with felon in possession of a firearm. The incident occurred on December 5 in the 9300 block of Airline Highway.

At about 8:20 a.m., the pictured subjects were detained for trespassing at a business at the location. Each suspect was found to have outstanding arrest warrants and were allegedly operating a drug distribution operation from the location. A search warrant was obtained for the subjects’ room at the location. During subsequent search, officers located the following items:

  • A rifle loaded with live ammunition
  • Two handguns, each loaded with live ammunition
  • Drug paraphernalia
  • A small amount of personal use marijuana
  • Approximately 7.7 grams of crack cocaine
  • Approximately 31.4 grams of powder cocaine
  • More than $1,400 in cash
  • On December 4, 2021, NOPD Seventh District officers arrested Levar Russell (pictured, black male, DOB: 10-18-1999) in the 4700 block of Arthur Drive and in possession of a vehicle reported to have been stolen on November 25 from the Eighth District.

NOPD Third District officers had been tracking the vehicle and found it to be in the 4700 block of Arthur Drive in the Seventh District. Upon notification, Seventh District officers arrived at the location and found the stolen vehicle occupied by four individuals. Three of the subjects fled the scene, but officers detained the driver of the vehicle – identified as Vanburen – without incident. Upon searching the vehicle, officers discovered four firearms. One of the firearms was discovered to have been reported stolen in a vehicle burglary in the Eighth District. In addition, narcotics and various other evidence was also located in the vehicle. Russell was booked accordingly into the Orleans Parish Justice Center, in addition to arrest on outstanding warrants in connection to six additional investigations.

Investigators are working to determine if this arrest can be connected to additional investigations.
