Suspect Arrested for Rape, Kidnapping and Second Degree Battery on Florida Avenue

The NOPD arrested Seandell Kelly (DOB: 02/21/1991) on (Nov. 30) after he allegedly sexually assaulted a female victim in an alley on Florida Avenue.   

The incident happened, the same day, on November 30, 2016. Fifth District officers quickly tracked down Kelly during a traffic stop after the female victim told police that Kelly reportedly sexually assaulted her in the 2800 block of Florida Avenue.  The victim told police at around 5:30 a.m. Kelly grabbed her cell phone and threw it toward the street before dragging her into an alley. Kelly then reportedly hit the victim multiple times in the head before he sexually assaulted her.  

Kelly has been arrested and booked into Central Lockup on charges of second degree rape, second degree kidnapping and second degree battery in connection with the incident. Investigators believe Kelly could be responsible for similar incidents involving other female victims. Through the course of the investigation, officers believe Kelly has possibly targeted other female victims walking during the early morning hours in the New Orleans area.
