NOPD Identifies Suspects Wanted in Contractor Fraud investigation

The NOPD has obtained arrest warrants for Clarence A. Harrell (pictured at left, black male, DOB: 10-12-1971) and Conrad White (pictured at right, black male, DOB; 03-16-1959) in the investigation of a contractor fraud incident.

Through investigation, NOPD White Collar Crimes Unit detectives determined that on July 30, 2020, Harrell allegedly entered a contract for home renovation without the proper licensing from the State of Louisiana, presenting a reportedly forged and altered contract to the city to obtain a permit. White, who was hired by Harrell to complete the work, allegedly cashed three checks – totaling more than $19,000 – made out to the victim and to Harrell’s company without authorization from either party. The work on the residence was then left uncompleted.

Warrants were issued for the arrest of both Harrell and White regarding this investigation. Harrell is wanted on charges of residential contractor fraud over $25,000, filing false public records and for forgery. White is wanted for residential contractor fraud over $25.000.

All persons are presumed innocent until proven guilty.
