Traffic Stop Leads to Stolen Gun, Heroin & Scale

NOPD First District General Assignment officers arrested Dwight Lockett (DOB: 11/29/89) and Kevin Ratliff (DOB: 2/26/91) after they were in possession of two guns including a stolen handgun and drugs.

On April 27, 2017 at about 2:05 p.m., officers conducted a traffic stop near the intersection of Canal Street and North Claiborne Avenue after spotting a traffic violation being made by the driver of a black Nissan Altima. 

Officers activated the overhead lights and sirens on the police unit, and conducted the traffic stop. Officers later determined the driver to be Dwight Lockett and the passenger, Kevin Ratliff. Officer spotted the passenger repeatedly reaching in the rear of the vehicle as if he was attempting to conceal an unknown object. Officers then gave several verbal commands for the subjects to exit the vehicle, both subjects were then apprehended with no any further incident.

Officers then searched the vehicle and recovered a stolen semi-auto handgun wedged in the center arm rest in the back seat, a second semi-auto handgun with an extended magazine, heroin and a scale.

Both subjects were found to be convicted felons and on parole. Lockett is currently on parole for an aggravated battery and possession of firearm by a convicted felon and Ratliff is on parole for an armed robbery.
