NOPD VOWS Officers Arrest Three Suspects Over Labor Day Weekend

On September 2, 2017, members of the NOPD’s Violent Offender Warrant Squad (VOWS) arrested three suspects in respective incidents.

  • Marshall Sookram (DOB: 10-05-1982) was arrested in connection with an aggravated assault with a firearm that occurred in the 3300 block of Third Street on August 17, 2017. Sookram was booked into the Orleans Parish Justice Center for aggravated assault with a firearm and simple criminal damage to property. A booking photo of Sookram is not available.   • Phillip Blatcher Jr. (DOB: 08-26-1986) was arrested in connection with a simple burglary that occurred in the 4800 block of Chef Menteur Highway on August 1, 2017. Blatcher was booked into the Orleans Parish Justice Center for simple burglary, theft and theft of a motor vehicle. Anyone with additional information on this incident is asked to contact Third District detectives at 504-658-6030.
  • Tolisha Harris (DOB: 05-21-1984) was arrested in connection with an aggravated battery that occurred in the 10 block of Shepard Court on January 27, 2017. Harris was booked into the Orleans Parish Justice Center for aggravated battery. A booking photo of Harris is not available.
