NOPD Releases Body-Worn Camera Footage in Investigation of Officer-Involved Shooting in Fifth District

In accordance with its critical incident review policy, the NOPD today (November 26, 2024) released body-worn camera footage related to an officer-involved shooting that occurred on Saturday, October 5, 2024, in the 3100 block of North Tonti Street.

At about 2:00 p.m. on October 5, NOPD Fifth District officers responded to a shooting incident in the 2300 block of Louisa Street involving two gunshot wound victims. Officers arrived on scene and located two men suffering from gunshot wounds. Both victims were transported to a local hospital, where one of the men later died.

As investigation into the incident proceeded, NOPD Homicide Section detectives developed a suspect – 36-year-old Devin Green – and located the suspect at a residence in the 3100 block of North Tonti Street. A few hours later, at around 6:43 p.m., members of the NOPD’s Special Operations Division (SOD) assisted members of the NOPD Homicide Unit with serving a high-risk warrant at the North Tonti Street residence in relation to the homicide investigation.

A perimeter was established around the residence and announcements were made using a loudspeaker instructing the occupants to exit the residence. After two individuals – male and female relatives of Green – exited the residence, additional announcements were made for Green to exit the residence. At around 6:50 p.m., Green fired at NOPD officers multiple times from inside the residence. Three SOD officers – Rene Benjamin, Jr., Antravis Turner and Cody O’Dell – returned fire.  A SWAT roll was then declared. No one was injured by the firearm discharges by Green, nor by those from the officers.

After a nine-hour standoff, Green ultimately surrendered to SWAT members the following morning.

Both the Independent Police Monitor and the Federal Monitor were on scene to oversee and monitor the investigation.

Officer Benjamin is a six-year member of the NOPD, Officer Turner is a six-year member of the NOPD and Officer O’Dell is an eight-year member of the NOPD. The officers were reassigned following the incident, in accordance with departmental protocol, but have since been cleared and returned to full duty.

Devin Green was arrested and booked on the following charges:

  • One count of second-degree murder (in the Louisa Street incident)
  • One count of attempted second-degree murder (in the Louisa Street incident)
  • 14 counts of attempted first-degree murder (in the North Tonti Street incident)
  • One count of possession of a firearm by a person convicted of certain felonies
  • Two counts of illegal use of weapons
  • Parole Violation

All persons are presumed innocent until proven guilty.
