City Council Recognizes NOPD Officer for Saving Elderly Woman from Flooded Underpass

An NOPD officer was honored by members of the City Council today for stepping in and saving an elderly woman after she drove into a flooded underpass last Friday.

First District Officer Brian Frank was guarding the barricades at the underpass on Carrollton Avenue early Friday evening as heavy rainfall dumped about three to five inches of rain. Although Frank does not know how to swim, he didn’t think twice about rescuing a woman after she continued to pass through the police barricades.

Superintendent Michael Harrison described the officer's actions last week as "heroic."

New Orleans City Council members tweeted a photo with officer Frank and a proclamation honoring him for his bravery and quick thinking.

FOX 8 captured the unexpected moment as officer Frank got out of his police unit and quickly pulled the woman out of her car window as her vehicle was being taken down by the flooded water.
