NOPD Proactive Patrols Lead to Arrests For Illegal Weapons

Members of NOPD's Gang Reduction Intervention Partnership (GRIP) arrested four subjects and confiscated several illegal weapons while on a proactive patrol in the Fourth District.

On February 28, 2026 at about 5:33 p.m., officers were patrolling in the area of the Fischer Housing Development when they observed several individuals walking. Officers noticed that one was clutching his waistband area as if he was holding an object concealed beneath his clothing.

As officers approached, the individual changed his direction to avoid the officers and fled on foot. Officers pursued him and he was apprehended in the area of Hero Boulevard and Hendee Street and found to be in possession of an illegal firearm.

The other individuals also fled and were apprehended after a foot chase in the nearby area. 

In all, four firearms were confiscated, (pictured) with two having been reported stolen and one being affixed with a switch device.

Arrested were:

Kevin Elmore (Black male, DOB: 11/03/2006). He is charged with one count of LA R.S: 40:1382-negligent carrying of a concealed handgun, and LA R.S:14:1089-resisting an officer.

Joeriah Rose (Black male, DOB: 08/16/2007). He is charged with one count of LA R.S: 40:1382-negligent carrying of a concealed handgun, LA R.S:14:108-resisting an officer, and LA R.S: 14:69.1-Illegal possession of a stolen firearm.

Michael Holly (Black male, DOB: 11/06/2004).  He is charged with one count of LA R.S: 40:1382-negligent carrying of a concealed handgun, LA R.S:14:108-resisting an officer, and LA R.S: 14:69.1-Illegal possession of a stolen firearm.

Bernard Calloway (Black male, DOB: 04/24/2006). He is charged with one count of LA R.S: 40:1382-negligent carrying of a concealed handgun, LA R.S:14:108-resisting an officer, LA R.S: 14:69.1-Illegal possession of a stolen firearm and LA R.S: 40:1752-manufacture, transfer or possession of machine gun unlawfully.

"I want to commend our GRIP team for their work in getting these illegal guns off the streets of New Orleans. The arrests and confiscations most likely prevented a violent crime from happening and that continues to be the mission of the NOPD, " said NOPD Superintendent Anne Kirkpatrick.
