NOPD VOWS, U.S. Marshals Arrest Suspect in Homicide Investigation

On January 5, 2023, the NOPD’s Violent Offenders Warrant Squad and U.S. Marshals from the New Orleans and Tennessee offices arrested Travis Andry (black male, DOB: 02-17-1989) of Harvey, La., in the investigation of a homicide that occurred on December 9, 2022, in the 1700 block of Hendee Street.

At approximately 3:26 a.m. on December 9, NOPD Fourth District officers responded to a medical emergency call in the 1700 block of Hendee Street. Upon arrival, officers discovered an adult male victim who had sustained multiple gunshot wounds. The victim was declared deceased on scene.

On December 13, the Orleans Parish Coroner’s Office identified the victim as 43-year-old Davin Franklin.

As investigation into the incident progressed, NOPD Homicide Unit detectives developed and positively identified Andry as the perpetrator. Detectives then obtained an arrest warrant for Andry on a charge of second-degree murder.

Today, Andry was located in Madison, Tenn., and taken into custody by NOPD VOWS officers and members of the U.S. Marshals’ New Orleans and Tennessee offices. He will be extradited to New Orleans to face the second-degree murder charge.

All subjects are presumed innocent until proven guilty.
