NOPD Announces Promotions, Retirement of Chief Deputy Superintendent

The NOPD today (December 9, 2021) promoted seven officers in a ceremony at the Training and Education Academy and announced the retirement of the department’s second in command.

After 30 years of service, Chief Deputy Superintendent John Thomas is retiring from NOPD. Thomas will be assuming the role of Director of Public Safety and Homeland Security. He will be replacing Col. Terry Ebbert, who is retiring after serving in the administration of Mayor LaToya Cantrell since 2018. Ebbert previously served as director of homeland security for the city from 2003-2008.

 

Promoted to assume the role of Chief Deputy Superintendent is Christopher Goodly, a 24-year veteran, who will move from Chief Deputy over the Management Services Bureau (MSB).

Fourth District Captain Lawrence Dupree, a 21-year veteran, was promoted to Deputy Superintendent and will assume leadership of MSB.

Bruce Haney, a 22-year-veteran, has been promoted to the rank of Captain and will remain in his current post at the NOPD’s Crime Lab.

Sergeant Travis Brooks, a 17-year veteran, was promoted to Lieutenant.

Sergeant Jeffrey Giroir, a 23-year veteran was also promoted to Lieutenant. Giroir was previously a sergeant with the Canine Unit in the Special Operations Division. He will be assigned to the Eighth District.

Officer Alexander Kelly, who has served for seven years, and Officer Brittney Jackson, a nine-year veteran, were promoted to the rank of Sergeant.

Kelly was previously assigned to the Special Operations Division. Jackson was previously assigned to Second District.

“I want to thank John Thomas for his 30 years of selfless service to NOPD and the citizens of New Orleans,” NOPD Superintendent Shaun Ferguson said. “Chief Thomas has been an important leader and mentor to countless current and former officers.

“I also want to congratulate all officers promoted today. They have certainly earned the opportunities through their dedication to NOPD and the citizens of New Orleans.”

In 2021, NOPD has promoted the following number of officers to these ranks.

Chief Deputy Superintendent – 1 

Deputy Superintendent – 1 

Police Captain – 16 

Police Lieutenant – 5

Police Sergeant – 21
