NOPD Arrests Four on Burglary, Assault Charges in Third District

The NOPD today (August 22, 2017) arrested four individuals on burglary and assault charges after an incident that occurred in the Third District.

At about 2:42 a.m., Third District officers responded to a call for service in the 6900 block of General Haig Street. Officers later learned that the complainant reported hearing noises outside of his home in the area and observed four individuals in his front yard pulling on the door handles of his vehicles. The victim told police that he then armed himself and went outside, telling the subjects to leave his yard. The subjects began walking south on General Haig toward the 900 block of Walker Street, before reportedly entering a black vehicle at the location. The victim followed the subjects to the location, at which time one of the individuals allegedly fired at least one shot at the victim. The subjects then fled on foot, two down a nearby alley and two down an alley on the 7000 block of General Haig. The victim was not injured in the incident.

While heading to the initial scene, the officers were notified by dispatch that shots had been reportedly fired in the same area as the reported vehicle burglary attempts. When officers arrived at the intersection of General Haig Street and Robert E. Lee Boulevard, they observed a black Chrysler vehicle bearing Mississippi license plate HTS625 traveling south on General Haig turn westbound onto Robert E. Lee Boulevard at a high rate of speed. The officers followed the vehicle, believing it to possibly be related to the reported attempted burglaries and shots fired. The vehicle then turned south onto Marconi Drive, continuing at a high rate of speed before attempting to turn westbound onto Harrison Avenue. The driver of the vehicle lost control, and the vehicle flipped off of the roadway. The two occupants of the vehicle fled into a field near the NOPD Mounted Division Stables at 1001 Harrison Avenue. Officers set a perimeter and searched for the subjects, finding the subject later identified as Travilique Lewis (DOB: 09-07-1998) under a horse transport trailer and placing her under arrest.

The second subject, later identified as Kilton Lowery (DOB: 09-06-1997) was located by officers in a field behind the trailers and placed him under arrest. A search of Lowery revealed a plastic bag containing coins in his front pocket, and a handgun was found in the field near where Lowery was located. A check on the handgun revealed that the gun was reported stolen in a January 2017 incident. Both Lowery and Lewis were taken to an area hospital to be checked for possible injuries sustained in the car crash.

While securing the perimeter, officers saw two females walking on Marconi Drive toward the location of the crashed vehicle. The subjects, identified as Kiana Neville (DOB: 12-22-1993) and Arielle Temple (DOB: 02-04-1995) were later positively identified by the complainant as two of the subjects seen earlier pulling on car door handles on General Haig Street and also seen entering the vehicle in the 7000 block of General Haig Street. A search of the two individuals revealed Neville to be in possession of handgun ammunition.

Officers then reviewed security footage from the 6900 block of General Haig, showing the four individuals as well as Lowery discharge a firearm in the direction of the victim.

Based on the circumstances and evidence available in this incident, the four subjects were arrested and booked into the Orleans Parish Justice Center. Lowery was booked for aggravated assault, two counts of attempted simple burglary, simple burglary, illegal possession of a stolen firearm, possession of a firearm by a convicted felon and flight from an officer.

Lewis, Temple and Neville were each charged with two counts of attempted simple burglary and one count of simple burglary.
