NOPD VOWS Unit Arrests Suspects in Homicide, Aggravated Assault Incidents

Members of the NOPD’s Violent Offender Warrant Squad, or VOWS, arrested two suspects today (September 20, 2017) in connection with respective homicide and aggravated assault incidents.

  • Joshua Walters (DOB: 02-14-1994) was arrested for second degree murder in connection with the homicide of Vincent Yuen that occurred in the 4200 block of Aster Street on July 25, 2017. At about 2:15 p.m., Third District officers responded to the location to investigate a report of an aggravated battery by shooting. Upon arrival and further investigation, officers learned that Yuen and a second victim had met an unknown female in the area when Yuen suffered a gunshot wound. The second victim transported Yuen to a nearby store and called police. Yuen was later transported to an area hospital for treatment, and died on September 14 from complications of his injuries. As investigation into the incident progressed, Walters was developed as the perpetrator. As investigation into the incident progressed, Walters was developed as the perpetrator. Paris Sylvester was arrested on July 30 in connection with this incident and booked with principle to second degree aggravated battery by shooting, a charge which was later upgraded to principle to second degree murder after Yuen’s death.Anyone with additional information on this incident is asked to contact NOPD Homicide Detective Michael Poluikis at 504-658-5300.
  • Michel Hubert (DOB: 08-13-1968) was arrested for aggravated assault with a firearm in connection with an incident that occurred in the 500 block of Canal Street on July 10, 2017. At about 7:44 p.m., Eighth District officers responded to a call of an aggravated battery in the area. Upon officers’ arrival, the victim told police that he was approached by a black male – later identified as Hubert – who was reportedly holding a knife in one hand and brandishing a handgun in his waistband. The victim said that Hubert allegedly threatened to shoot the victim before fleeing into a nearby hotel. In addition to the aggravated assault charge, Hubert was also arrested on additional warrants for unauthorized use of a moveable and on a fugitive warrant out of Jefferson Parish on a simple battery charge.
